Venus formed from ingredients similar to that of Earth. Infact, both Venus and Earth have almost similar diameters. It has also been speculated that Venus had shallow oceans in the past.
Unfortunately Venus formed closer to the Sun and outside the habitable zone which made the planet to lose its water and lead to excessive heating.
